Following the devastation of the Third World War, Japan was split into two separate nations. Years later, in the ruins of Toshima — formerly Tokyo — a crime organization called Vischio has established control, running a lethal battle game called Igura. Participants receive five dog tags, each engraved with a playing card value, and must fight — sometimes to the death — to accumulate other players' tags and assemble a Royal Flush. Anyone who manages it earns the right to challenge "Il Re," the reigning champion. Akira, the main character, has been falsely accused of a crime. A mysterious woman appears while he is in custody and offers him freedom: enter Igura, survive, and defeat Il Re. The story follows Akira through the lawless city of Toshima as he fights to live and slowly unravels what is actually happening around him.
