The Seventh Republic has not seen sunlight since the last great war. The shadows that fill the city are home to violent crime and worse. The National Police Agency is one of the only institutions holding the line. Detective Ruka Hiryu works in the 13th Division — called the Sideliners, tolerated rather than respected by the rest of the force — and has been quietly running his own investigation into a sealed case involving a cult massacre. When two new members join the 13th, everything starts moving faster. Rumors about a semi-mythical organization called the Shining Union are circulating through the agency like bullets. Ruka does not know yet whether any of them will hit close to home.
