Hours after uncovering the Agency's connection to the Syphon Filter virus, Gabriel Logan and Lian Xing are declared enemies of the state and branded terrorists. Agency operative Dillon Morgan captures Lian at the PharCom warehouses. Gabe links up with ex-Agency operative Teresa Lipan in Arizona while the Agency scrambles F-22s to intercept them. The plot thickens across multiple continents: a conspiracy involving Agency director Lyle Stevens, Mara Aramov, and a rogue Chinese general aims to sell the virus to the highest bidder. Lian escapes her captors, reunites with Gabe, and the two pursue the trail through Moscow and a Russian gulag, battling Agency operatives and double crosses at every turn.
