1998. A new Mafia war is igniting in Liberty City — the Sindacco, Forelli, and Leone families are back at each other's throats for control of the worst city in America. Led by the ambitious Paulie Sindacco, the Sindaccos are moving fast to claim territory before the others can act. Joseph Daniel O'Toole has been tasked with infiltrating the Leone Family.
