The First World War ended and Eastern Europe entered a period of chaos from which no organized recovery emerged. The crops are being destroyed by insects that are also spreading disease through the surviving population. Bandits operate without meaningful opposition. No governmental structure capable of restoring order has formed. The cities that remain are on their own, responsible for their own survival, with no help coming from outside.
