The Debtors' Club exists to collect what the businesses of the city owe to the public treasury, and you are running it. The tools available to you range from polite persuasion through intensive financial investigation to the deployment of Paci-Fists — personnel whose role is to make the conversation less comfortable for debtors who prefer to pretend the debt does not exist. The law is on your side, provided you meet the daily collection quota. The backlog is substantial. The time available is not.
