Fed up with the taxes the empire is levying against her city, Miru — the mayor of Tisryle — activates the engines installed beneath the city's foundations and takes the whole thing airborne. The imperial council, alarmed by the precedent this would set, responds immediately with military force tasked with bringing Tisryle down permanently. Miru has to build an army, recruit allies wherever she can find them, and generate enough economic output to fund a sustained resistance against one of the most powerful political structures in the world.
