It's 1987, and tensions between the Los Santos gangs and the police department have reached alarming levels. Police brutality, extrajudicial killings, disappearances, officers killed during shootouts between the two factions, and large human, material, and economic losses have been the result of the constant struggle to gain control of the city's streets.

Ralph Pendelbury is a police officer with a code of honor that is about to be pushed to its limit. Recruited to go to Los Santos in 1987, he walks into a city where tensions between criminal gangs and the police department have escalated into something that can no longer be managed with ordinary policing. Police brutality, extrajudicial killings, unexplained disappearances, officers killed in faction crossfire — the city has become a conflict zone, and Ralph must decide how much of himself he is willing to compromise to survive it.
