Players One and Two start with the two selectable protagonists, Rick and Allen. Each private detective uses different fighting styles, attempt to solve cases by beating up each criminal they encounter. Lots of special items can be found by throwing enemies into the background and breaking things, typical of this popular genre in the 1990s arcades. Along the way they are harangued by all manner of thugs and toughs, whose costumes range from 1980s hip-hop wear to stereotypical pirates. The bosses are tough by way of strange special attacks.

When a desperate father bursts into their detective agency on 64th Street seeking help, seasoned investigator Rick Anderson and his younger protégé Allen Tombs take on a case that quickly spirals beyond a simple kidnapping. The Legacy organization has abducted the man's daughter and left behind a cryptic letter, but when Allen spots a classifieds advertisement with an identical writing pattern, the detectives realize they've uncovered a coded message meant only for the criminal underworld. As Rick and Allen pursue leads through increasingly dangerous territory, the investigation transforms into something far stranger, pulling them into a shadowy world where steampunk technology and legacy crime syndicates converge. Their search for answers and the kidnapped girl culminates in a desperate confrontation aboard a massive blimp, where the truth behind the Legacy organization finally comes to light.
