The game is a sidescrolling platformer similar to Shinobi. The game is set in the near future, where the player controls a blonde police officer named Duke Oda who, over a series of levels, turns into the cyborg E.S.W.A.T. At first, as a rookie member of the Cyber Police force in the city of Liberty, the player has to clean the streets of an overwhelming crime wave and terminate the most wanted criminals. In the first and second levels of the game, the completely human Duke Oda can only utilize a single shot weapon and can only survive one hit. A second hit will kill him.

Duke Oda joins an elite police force tasked with stopping E.Y.E., a sinister technological faction plotting to seize control of Liberty. After proving himself through early missions, Duke receives a cutting-edge suit of armor that transforms him into a mobile weapons platform, granting him access to advanced firepower including plasma weaponry and rocket systems, along with a jet-powered mobility system for tactical positioning. The suit dramatically increases his durability in combat but at the cost of reduced maneuverability, forcing players to adapt their approach as they confront increasingly dangerous threats. At the heart of E.Y.E.'s operation lies an artificial intelligence commanding the organization's forces, with plans to mass-produce powered armor to cement its dominion over the city.
