World War III erupted in the early 21st century after a sudden global shortage of food and energy. The fighting left Earth's population at fifteen percent of its prewar level. An uneasy truce now holds, with four rival power blocs dividing authority over the Moon and what remains of Earth's infrastructure—each watching the others for an opening.
Captain Leiji Osumi of the Free Alliance Space Force, a former combat pilot haunted by something in his past, is dispatched undercover to Moon Base D-02 as a Technical Advisor. Reports of equipment malfunctions are suspected to be deliberate sabotage. Complicating matters: the base is staffed almost entirely by women, several of whom have been behaving in increasingly irrational ways that seem unrelated to the equipment problems. Osumi must untangle both threads before a rival power bloc notices the vulnerability and strikes.
