Beneath the city, invisible to everyone above, a secret underground facility produces things the surface world would find alarming. The protagonist manages it — directing scientists, balancing resources between classified military projects and the commercially viable products that keep the whole operation financially sustainable. The facility operates independently of any government: no external funding, no institutional protection. The secret weapons, the Godzilla-scale monsters in development, and the war machines in the research queue all depend on the civilian revenue stream staying healthy enough to support them.
