In the near future, the South American rain forest is the battleground for a war between factions divided over the Baldr governing technology — those who support it and those who want it gone. To prevent the skirmishes from escalating into something larger, the BS-OSA — the Baldr System Observation Structure Army — has been established to police the region. Within the BS-OSA operates a secretive elite unit: SERR14, the Observation Structure Army South American Experimental Riot Regiment the 14th, staffed by operatives including Sergey Kirkland and Dullahan Cuningham.
