During the Japanese occupation of Korea, the streets of Jongro — the center of Korean trade — are controlled by gangsters working hand-in-hand with the occupying forces. Two men refuse to accept it: Doo Han Kim, son of the legendary General Jwah Jin Kim, and Sirasoni, the greatest fighter of all time of Manjoo descent. Together they take the fight to the streets, pushing back against Honmachi Clan gangsters, the Japanese police, and military police in a relentless defense of the Korean people.
