By this point Rome has matured into an empire and fractured into Western and Eastern halves, governed from Rome and Constantinople respectively. The empire's many provinces stand in for the factions of the base game, now folded into a single realm. The "Barbarians" of the title are the Huns, Goths, Vandals, Franks, Burgundians and Lombards, whose individual rise and consolidation give them the strength to march on the empire — the spark that sets the campaign in motion.
