The Joker lets Batman take him to Arkham, triggering a plan already in motion: Harley Quinn seizes the security grid, his gang floods the facility from the Blackgate transfer wing, and Commissioner Gordon is taken. Bomb threats across Gotham lock out every outside resource. Batman hunts through the asylum alone — ward by ward, threat by threat — in a building that has become an enemy.
