Wei Shen, a skilled martial artist and undercover operative for the San Francisco Police Department, infiltrates Hong Kong's most ruthless criminal syndicate under the guise of a street-level enforcer. Reconnecting with an old friend from his past, Shen gradually earns his way into the inner circle of the Sun On Yee organization while secretly relaying intelligence to his police contacts, but his careful balancing act becomes increasingly precarious as factional tensions within the gang threaten to explode into open conflict.
