A transfer student arrives at Ainoshima Academy as its 777th enrolled student—a number that turns out to carry unexpected weight. The academy is governed by two rival student councils: Gekka, the older faction with deep roots in the school's history, and Tendo, the newer challenger aiming to modernize the institution. Every club on campus has already declared for one side or the other, with sports teams supporting Gekka and the liberal arts clubs backing Tendo. The student vote was evenly split before the transfer, which means this new student's single vote now determines the majority. Both councils are aware of this. Neither is willing to leave the outcome to chance.
