Konohana Saya's powers activate without warning and without any sign of stopping. Alienated at her old school, she transfers to the uniquely equipped Ashinaka Academy on a personal invitation from its principal, Miwa Ichigen. Her first day drops her into the middle of a feud between the Red Club—HOMRA—and the Blue Club—SCEPTER 4, two of seven special clubs with abilities to match. She is pulled out of the crossfire by three members of the Silver Club: the mild leader Isana Yashiro, the formidable Yatogami Kurou, and the unpredictable Neko.
