By night, atop the TCRI building, Krang and Shredder meet on the skyscraper's helipad to confirm that everything is set for their alliance and its unspecified goal. At Shredder's signal, hundreds of Foot Clan soldiers pour down into the city, launching a massive crime wave that plunges everything into chaos. Deep beneath the streets in their Lair, the Turtles talk over the surge with Splinter and April O'Neil, concluding that they're honor-bound to defend the city and heading out to do exactly that — though Michelangelo is still in the middle of some pizza he feels equally 'honor-bound' to finish. Patrolling the rooftops, the Turtles spot Foot Soldiers creeping through Purple Dragons turf and drop to street level to investigate and clear out the rival ninjas. By thwarting the Foot's crimes around the area, they gather enough intel for April to work out that Bebop is robbing the local bank, and they confront the mutant in the vault with brutal ninja skills and even worse pig puns. Beaten, Bebop smashes through a wall and flees, leaving behind a duffel bag stuffed with stolen cash. Leonardo, Raphael, and Donatello puzzle over why he'd bother robbing the place only to abandon the loot. Mikey, meanwhile, is busy trying to cash in on a stack of bills he swiped, phoning in an order for a few thousand pizzas and breadsticks — an order he has to cancel, since the other Turtles are decidedly unamused. Looking into disrupted subway activity, the Turtles find heavy damage done to the system's switch-boxes, shutting whole lines down and risking future collisions. The sheer amount of rubble points to mutant-level strength rather than ordinary ninja weapons. They discover a nearby station already closed and crawling not only with Foot ninjas but also Rock Soldiers from Dimension X. After completing enough objectives, they gather the intel needed to disable a laser grid and push into an active line, where they battle waves of Mousers and larger Rock Soldiers to shut down a string of bombs and a final laser grid before confronting Rocksteady in an abandoned station. Beaten but unbowed, the rhino warns the Turtles that the mayhem so far is "only the beginning," and uses an oncoming subway train to vanish into the shadows.
