Long ago, the world was unified under the kingdom of Nor, ruled for many years by a king appointed by the Gods. As the kingdom grew, regional tensions multiplied, faith collapsed, and the king responded with violence. Four divine appointees called the Arbiters ended his reign by splitting his soul into four pieces, each one seeding a new nation. Now, generations later, the four nations stand on the edge of war again. The Arbiters have been called back — but their return is abrupt, inconsistent with the legend, and seemingly influenced by forces from outside. Even among themselves, the Arbiters cannot agree on what they are actually supposed to do.
